The CL-Eye Test program works fine, but whenever i try to use it on skype, windows or other sites, it wont recognise it. I have the same problem. Camera Driver is installed that was made for windows 7 btw , and the software that comes with it recognizes the camera and displays the image.

My guess is that it's a driver problem and something changed between windows 7 and windows 10 how programs make use of the webcam, so it doesn't work anymore with the old driver.
